Actually although this runtime error DID happen with the subseven virus doesn't mean it has anything to do with that virus now. There are several reasons for runtime errors, missing ocx files, dll files bad configuration and so on. You need to go to the root of the problem to find out why the runtime error occurs.
But with that said, the software you are trying to run Jansen is reported NOT to work fully or at all in some cases on any OS above Windows XP. Many vista users have reported it does not work without alot of work and hassle and many many Windows 7 Users have reported it will not work at all. Most cases they give the same error as you both windows vista and 7.
You could try setting up a virtual machine on your system set to windows XP to use this if you really need it that badly.

On Microsoft's official website, they mention that Runtime Error 216 is a problem experienced when either Windows cannot load a program, or an error message might occur when you either try to launch a Windows based program or even Internet Explorer. They attribute this run time error to the infection of a virus called the SubSeven Trojan virus and advises all its users to get a good anti virus software and clean out the problem. The runtime error 216 is actually a common problem with a lot of people and this is one of the best ways to trouble shoot it. With an anti virus software, you are able to clean out the Trojan virus and thus resume your computer to normal operations.
