Which is better? Fabric Paint or Fabric Pen?

Last year my sister asked me to design something on a white shoes, and I was wondering if which medium would have a better effect. In this photo I used a lineart pen because there were no fabric pens that can be bought here in the Philippines, I needed to buy it on an online shop. And when I as finished I needed to coat it with a scotch guard in order for the color to stick on the fabric. Any suggestion whether a fabric paint is much better or simply just the fabric pens?
