What would be the best law?

If you had a choice to put one law straight into effect, what would it be?

But what if they make the law to allow profitting for themselves? Would you want that respected as well?

Given that all of the bad parents out there and all of the horrific stories involving things that are done with children, there has to be some kind of law restricting people who have children. I mean, as much as it seems mean, not everyone is really cut out to be a parent. Therefore, there are going to be a lot of people out there that should not be allowed to be parents.
Granted, enforcing such a law would be hard. And perhaps people would consider it a violation of rights, even though I think it is more horrifying that some poor innocent child is brought in this world to suffer having some horrible parents. Then again, if it could be possible, it really should be enacted somewhere. Or at least more strict laws for neglectful parents to begin with.

It is possible that not parents are bad from the begining. Sometimes due to circumstances and problems in their lives they end up neglecting their children. There is no way of quatifying your parental capability, especially if your financial situation is precarious. But I don't think that having children is only for the wealthy... So how do you categorize someone as a bad parent upfront?
