Does paid-to-promote.net pay?

I have a question about paid-to-promote.net does pay? Anyone here know about this website? I want to know if they are actually pay or a scam. I don't want to waste my time on this unless I know what it does. Please share your experiences, opinions and thoughts. Thank you.

I am a member of this site for about three months and have earned only a few cents. Anyway, I don't do anything about this site than to promote it, then let it go like that, perhaps someday I might be surprise to see that I have enough to cash in.
