What makes a top discussion A top discussion?

Im trying to figure out what makes a top discussion a "top discussion". Who or what decides a top discussion. It can not be the number of responses because I have seen low responses with "top discussion".

Hello Treedezy,
I put myself the same questions months ago. I haven't found anywhere in the FAQs any information about this. 
From my experience, I'd say that a top discussion is the most successful discussion inside a particular interest. As you have probably noticed, there are never two top discussions from the same interest.
This is only a supposition, I don't know for sure and I'd also like to find the right answer.
