nomin-bux, is this site scam or not?

Hey there I am on neobux, a ptc site that is legit. One of the clicks that came up today was for another ptc site called nomin-bux. The ad showed that nomin bux has a measly $0.05 pay threshold. I am actually looking for a site like that at this moment, as i want to try and raise a few more pence so i can quickly buy something on ebay. But is this site scam? I am not so sure, i mean, it claims payment via paypal is instant, and with a $0.05 threshold, i cant see how they will be scam and hold onto members, as everyone will cash out as soon as they reach this to make sure it isnt scam. So, is anyone here heard of this site before? And does anyone know if they are scam? Thanks
