Who is really an social media expert?

Many job advertisements ask for social media experts? Who is most suitable for this job? Many people use facebook and twitter but that doesn't make them expert? Is there a certification/degree/master for this? Who is more capable? And IT or a Marketeer?

It would be an advantage for an IT if he will use his skills in building and designing a website. Also, an IT must broaden his knowledge in terms of online marketing.

The term "expert" implies one with expertise,typically achieved by years of doing things and learning to a certain social media or social network.

I think the social media experts are the networks who conduct surveys and studies though facebook, twitter, or personal intervies, or even texting. They have several guide questions and these questions bring out the pulse of the masa or the common tao.

That said social media expert does not require masters degree or PhD for expertise. It requires a certain type of personality and understanding of human interaction.
