I have a blog and I want to people create account in it and do posting and have their own page in my blog anyone how to do that? or any application we need for creating that

What content manager system do you use for your blog? If you use WordPress, then there are many plugins to help you out. I am just experiencing with a community built WP blog and right now I am using plugins like "BuddyPress", this makes your blog a little social network, "Community Submitted News" where users and even guests can send you posts to publish and "Profiler" to give users the ability to create their own profiles.
I think that these are the functionalities you are looking for.

yes this are the functionalities I am looking for but I am using a blogger and I created there blog so in blogger how can I make it like that

I don't know much about Blogger, but I know it's hosted by the blogger.com site itself, so it don't gives you FTP access to write the blog's code and also it doesn't support extensions.
If you want a complex, customizable blog you'll have to get a host and make a self-hosted blog either by using WordPress or other content manager. This subject was discussed before, so just take a look at this discussion: http://www.mylot.com/w/discussions/2490315.aspx
