I'm using an old software called IphotoPlus 4 which is perfect photo editing. I guess you can find links on the web that provide a download for this program but I guess it's not legal (I haven't told you that ;-)).
Anyway, I think the following freeware could be of help, too. I believe I've once tried it but I'm not sure. It sounds good though:

Hi there!
You can download lots of free software and photo editors too in filehippo.com. You can try adobe photoshoppe or picasa to edit your photos. It takes practice but it's simple to use. You'll be enjoying great photos in no time.
You can also try MSPaint which is perhaps already in your computer if you're using Microsoft. You can also edit pics there.

In that case, if you want professional photo editing quality, you can try adobe photoshoppe. It's free in filehippo.com.. most of photo stores use adobe photoshoppe for their orders.
You can do a lot of things in adobe. In fact, you can do so many things that you will have to practice for it in a while. You can change backgrounds like you're really there, adjust light settings, make cool effects, resize the photo, make your own design, borders, and tons of things actually.
Most pros use adobe.

How about trying Paint .Net? I downloaded a copy from www.freewarefiles.com. It received good reviews and has been compared to software like Photoshop and the GIMP. Its size is relatively small but offers many functions. I think you may not have any problem in installing it. It requires at least XP with SP3, and NET Framework 2.0.
