Should Marijuana be legalized and if so who decides State or government?

I watched the movie super high me the other day it was a twist on the movie super size me instead of eating McDonald's food for thirty days the guy smoked pot for thirty days and did multiple tests before and after. One of the things in the video that was a political concern was that ATF agents were still closing down medical marijuana facilities even though the law had been passed by the state. So if you think it should be legalized and who should decide should it be a federal government issue or a state issue and do you think the "war on drugs" has had any success or has it been a waste of taxpayers money?
