Dreamweaver is one of the best software available in market for creating and designing web page. There are many replacements of Dreamweaver are available for free. This link will help you a lot to know alternatives of Dreamweaver.

I personally use KompoZer it is free and open source it is a WYSIWYG for a website designer and generates really good code. I would say it is the best free and open source Website Designer out there in both the things it can do and the amount of support it has. Also if you aren't so good with HTML then it will help as it generates pretty good code too. I have found I only need to do some minor optimizations on the code which is quite nice to get my site up quickly.

hi...
I'm beginner in web-design and web-programming...
I'm using Dreamweaver and Adobe Photoshop CS3,but my pc is so slow and i can't work too much on it...
You can use Eclipse to build up the source code of your site... Is a relevant program with debugger for almost all the categories of scripting languages...
For the template of your site you can use GIMP,is like Photoshop but a little bit faster with less brushes and patters...but if you have a graphic tablet you can draw easily what you want in a very short time
Those programs are very FREE...
