A bit confused

I have noticed on some paid to click sites they offer 0.01 per click but they offer 0.015 per referral click. Surely all of these sites are scams?

I seen these kind of offers in buxhosted sites mostly and more than 98.9% are scam. So I think its better for you to read complete their TORs first and than decide to work on it or not but I wish you to stay away from them.
