schools having a poor board exam result shoud be subjected to legal actions

a lot of nursing schools are growing like mushrooms. the quality of education of these schools are tested during the board examination or licensure examinations.. too bad that more than 50% of students pass, if not, only 25% of the takers pass. is it right to close the schools for not performing well? or is it good to have schools for business purposes only
