Solve my doubts about paypal latest changes.

Pls friends solve my following doubts about latest paypal changes
1. I live in india. I have 0.00 dollars in paypal account. But i have earned good moneys on mylot. When i will reach minimum payout on paypal, how can i transact moneys from paypal?
2.after 1 st march we cann't transact money from paypal forever?. Or this restriction is for specific time only?
3. Mylot makes payment through paypal and moneybookers. I don't have account at moneybookers. I want to transact moneys from paypal only because i think moneybookers have high fees( i don't know exactly). Is this possible after 1 st march?
3. My paypal balance is 0 dollars so i have to do anything according to changes at paypal.
4. I heard moneybookers have stopped making payments it this true?
Pls help me pls

I read in the internet about this earlier, it's for Indian users only. "With effect from 1 march 2011 you are required to comply with the requirement set out in the notification of the Reserve Bank of India governing the processing and settlement of export-related receipts facilitated by online payment gateway (RBI Guidelines)."
So you better withdraw your money within 7 days if you don't want to loose the money. It's a negative effect for Indian users (Only users from India are effected). Good Luck.

yea i too got a email from paypal... as you mentioned above. I don't have a bank account i was dreaming that i would shop on ebay with my paypal now its over. my age is 17 can i get a bank account????
