The admins of bux sites are not thinking clearly sometimes...

I encountered some bux sites where members can only click 4 standards ads. The 30-sec ads are valued at $0.01 and there are some 15-sec ads valued at $0.004. Surely, if you can only click 4 ads, wouldn't you just click the ads that are worth $0.01? Then it's useless for an advertiser to purchase a 15-sec ad package that no one will click.
Why can't these admins realize such mistakes?
