This is a tweak to speed up windows xp boot time.Click on start.Click on run.When the box opens type in msconfig. click ok
You will be taken to another screen.Click on boot.ini.over in the bottom right corner you will see time out 30 seconds change this to 3 seconds.Close dialog box.

That's only if you have multiple installations of Windows on your system [ergo, dual-boot]. It shortens the time that you would select the operating system you'd be using for a session. That does not help in startup times.
You're better off disabling unnecessary startup programs in msconfig.
