google adsense should be much more user friendly

Many of my friends were complaining here about the google adsense like they disabled the account.According to me,google adsense can reject or discontinue an existing agreement but there is no need to disable the account and E-mail Id from the adsense.Because many people uses the same ID with many blogs.What my friends think about it?Do google need tobe more user friendly?(Because many computer and blog users are not specialists or technologists,They may do mistakes.(Mistakes are mistakes only when it is repeating Right???
