Going to buy a laptop,wants suggestions

Hello friends I am planning to buy a laptop.Budget is 17000 INR(380$).Now confusion is that should I buy a used laptop(with better configuratio)or a new one? (definately I wont get better configuration in this prise).I did some research on net but wants real experiance about this.I am also thinking to buy it from online shopping site.suggest If you know some nice sites for this.
