ptc sites, where did they come from

i've been looking at ways to make money online like so many before me, and the one thing i notice is a great number of "paid to click" websites each varying in pay methods. the number of ptc sites is amazing, hundreds of them maybe even thousands by now and most if not all eventually stop earning and are unable to keep paying members putting them instantly on the scam list.... the question i'd like answered is who started this whole "paid to click" idea, because they obviously couldnt predict the major impact it would have, or maybe they could. in any case it should have been stopped a long time ago because it wastes unsuspecting peoples time and money for little to no reward... but in the end its up to the individual to say no and when there is so many people looking for that fast buck they'll always have an audience.....
