I'm currently a student at a University here in South Africa. I want to do something with my free time and the only 2 basically available to me is Tai Chi and Wing Chun. I don't have the time to do both or the money. So what one do you suggest I participate in?

simple answer.....
it depends upon the the attitude you have or the type of person you are as a Kung Fu practitioner....
if you want a totally a martial arts that focused on Self-Defense: TAI-CHI CHUAN
but if you ant a totally martial arts used for Self-Offense: WING CHUN
Note:
the reason why Tai Chi Chuan do always push his opponent away because the practitioners of Tai Chi Chuan doesn't want to fight.... that's the reason why he always push the opponent to prevent the fight....
as for Wing Chun, the hands attack rapid combinations to the opponent doesn't stop unless the opponent is kneeling down or lying on the ground and unconscious....

The style of Tai Chi in pushing is not because of not wanting to fight.
This is my understanding from those who is practicing the Tai Chi.
I believe this is a kind of soft block which can control and deviate any attack, and also to disrupt the balance of the opponent.
By doing so, your opponents can be attacked and hurt badly once they lost the balance.
Besides, there are many modules with different styles of Tai Chi for a practitioner to practise.
About the different in between the Tai Chi and Wing Chun, there is a very good link for our reference:

everything is correct, but i have two corrections:
correction number 1:
actually, Tai Chi is not a "Style" but, Tai Chi is a "System"
since, Style compare to System is extremely different...
correction number 2:
Tai Chi doesn't use (soft or hard) BLOCKS
they are into:
1. Listening
2. Understanding
3. Neutralizing
4. Yielding
for me, Tai Chi doesn't want to fight his opponent and that is the reason why he always neutralize...
but...
whatever the intentions or attack of that opponent will only be BACK-FIRE unto him... using number 3 as Neutralizing with number 4 Yielding

and what about Wing Chun?
for me, Wing Chun is not a self defense art of Chinese Martial Arts....
instead....
Wing Chun is a self-offense type of a Scientific Systems of fighting art....
Wing Chun making it totally opposite when compare to Tai Chi....

For me, Tai Chi is better.
Tai Chi can be practiced within a small space.
This martial art will not involve too much of strength.
It is suitable to all range of ages.
If you have a chance to learn both Tai Chi and Wing Chun, definitely it will be perfect.
If you have to decide to select one only, Tai Chi should be the better selection.
This is my personal views for your reference.

corrections:
Tai Chi is better if the surrounding area is large and not a small space....
note:
before you practice Tai Chi, be sure that you have the attitude of a calm and not a sadistic way....
totally opposite to Wing Chun because in Wing Chun, you have the attitude of an aggresive killer instinct because Wing Chun is for self-offense only, it is not intended for self-defense....
as you said that learning both Tai Chi and Wing Chun is a very hard to do....
it is rare to find a person who has the attitude of a hospitality with a sadistic...
there is but very rare....
either of the two but you have to select only one....
as it is like going to the right while going to the left simultaneously.... very hard to do...

I recommend you to play Tai Chi.If you learn to practice Tai Chi,you can find many teachers to consult. You see, many Chinese seniors can play Tai Chi. However,if you practce Wing Chun, you can only learn it from your teacher. Moreover, Tai Chi is easier than Wing Chun to learn, so it can give you a feeling of success.
I have played Tai Chi for almost a year. It is beneficial to my asthma.
