Do we have to invest to cashout from LPbux ?

Hi! Anyone here using lpbux ? I have joined at lpbux at time when lpbux had no minimum payout via Libertyreserve. I have tested the no min cashout and have been paid $0.04 on my first day. But now, lpbux have a minimum threshold of $3 to pay via Libertyreserve. The payments are manual too. I have a doubt whether the policy of lpbux have changed now . Do we have to invest in order to cash out ?
