Philippines run like hell by Filipinos than run like heaven by Americans

As Manuel L. Quezon said long long time ago, "I would rather have a country run like hell by Filipinos than a country run like heaven by the Americans, because however a bad Filipino government might be, we can always change it.", it seems living in the Philippines now is almost like living in hell. People are either migrating or going overseas for work. If you were the top politicians at that time, which would you choose, continue as a colony of the US or pursue independence?
