how can i get an ss no. in order for me to take the NCLEX exam?

im a filipina nurse and i want to take the nclex exam... i asked for the requirements needed... i have all of it except for one, an SS no.? one frend of mine told me i need to live and work in the US before i can obtain an ss no.? but obviously i cant be able to do that because first of all im not a citizen there.... are there any other ways for me to still have the chance to be able to take the exam or what are other alternatives for a filipina who wants to take nclex exam....? please help....
