Visitor parking space issue, each household only permit 1 visitor pass

I don't know how you would think of this, in the townhouse apartment I live (some purchased units, some rent), total over 40 units, 12 visitor parking spaces, each unit is only allowed to have one visitor parking pass (each unit also has 2 parking space for their own household). Each time, no matter how many visitors we have, we are only allow to use one visitor space (also have to place the pass under windshield of visitor's car.
Do you find this rule somehow odd? Because the chance that everybody have parties at the same time is very slim, so while someone have several guests visiting, they can only use one visitor parking, there are total 11 parking spaces wasted. I have lived other apartments before and never saw a park rules made like this. But I admit I never lived in a townhouse apartment.
What do you think this rule?

That is quite limiting. Makes you wanna question the administration regarding this. They might be implementing organized and well-planned parking spaces but I do think it's way too much.
