Turtles can live in water and in land. We used to own a turtle for a pet and we just let him roam around the house. He loves hiding under the table and the couch or in the dark corners at the kitchen. He only comes out if he looks for his food. Sometimes he goes inside the bathroom to have some splash of water.

Most small turtles go in and out of the water, so as long as they can do both, they should be fine.

I think a turtle should live on air. It'd cooler that way.

You have choose a very good pet. I always wanted to keep a turtle in our home. Turtles are also very lucky pets. In my country keeping turtles at home is crime. It is banned actually and we cannot keep a turtle at home. Actually, turtle can live in and out of water as they are adapted for this type of life. You should not worry about where should it live as they comes out of water when they feel like and they can again enter in water when they feel so. Therefore, you should leave it on your turtle only that where it want to live. Let it do as it wishes and enjoy watching its behavior during that time.

A turtle would not always stay under water. It is air breathing.
