Any punishment for scam PTC owners.?

As all of you know that there are many scam sites in internet.It wastes all of our time and money if we upgrade. It is our responsibility to stay away from that ones. But some new persons fell in to the trap without knowing.
Do u think that is there any way to punish the owners of scam ptc websites. Or is it not possible.?
If yes then what kind of punishment is worth for them?
