Pay per click program scam?

Is pay per click scam? i don't know for sure. does anyone here have a good experiences with PTC provider?

I just started on a couple websites and don't think they are scams. I just think it takes awhile to get to the cashout. I have spent a lot of hours in the last couple weeks on them and wouldn't say they are worth your time. But apparently they do pay out if you get to the cashout!
