Elderly Driving - Driving Tests

I'm seeing more and more "bad" drivers on the roads. Not just elderly, but young, middle aged, and elderly drivers. And DH and I have had this discussion frequently (after a string of profanities from one of our mouths after another negligent driving activity we witness). Do you think there would be merit in EVERYONE having to undergo drivers testing on a regular basis? Here's my arguments in support of regular testing for ALL drivers - (1) it doesn't single out any particular age group, so no one is being targeted and thus what is good for one is good for all; (2) I think MANY MANY MANY people either have forgotten the rules of the road, didn't know them to begin with and recurrent testing would make sure people are "reminded" of the rules of the road. For example, "right of way" and coming to a complete stop at stop signs seems to be a thing of the past. Where I live, people do not observe the "right of way" and I rarely see anyone come to what is a REAL complete stop at stop signs anymore. Or another example, when you make a left hand turn onto a for lane street, anymore, people don't follow the rule that you turn into the "left" lane of travel and then use your blinker to navigate into the "right" lane of travel (if that's where you want to be). Instead, people ALL THE TIME are swinging into the right lane, cutting people off, not paying attention, etc. I think I have more reasons why, but this has been a heck of a day, I drafted this message this morning and now my brain is totally shot. Oh well - thoughts? Comments?
