i think it could be both some are plain psycho or have a reason to kill someone

i think they choosed to be like this maybe they like.

Thats a tough one. I dont think anyone is born that way. I do think that alot of people are born with mental issues that can lead to murder. However, the person is responsible for getting help when they know that there is a mental issue stirring up. I dont think anyone just wakes up one day and decides to go kill someone. I think that they start having thoughts of it long before they actually do it. So, they have time to get help before they choose to kill someone.
