Do you have an impulse to take them home when seeing a homeless dog?
I am the one who have that strong impulse. The doggy in the street is just so cute and looks pitiful. I do not know why their master abandoned them. Maybe just they do not like it any more. But the dog is so poor, it is hungry and try to look for food in garbage can. Or maybe they have some disease, and their owns would not like to cost money to cure them.
I have watched in the American movie,in the USA(maybe any other foreign countries),people will put each dog a dog tag on which it show the name of the dog or something else. And they do not allow the abandon doggs walk on the street. Doggs will be taken to stray dog shelter when they are walking homeless in the street. I think that kind of shelter is a good way.

How i wish i can adopt all the abandon dog or cats but i can't i hate to see them in such situation and i hate those pet owner who doesn't know how to take care of their pets .

Same goes for me. I hoped that pet owners are that responsible. They should think that these pets have feelings and has the right to live a comfortable life. I saw once a dog who is tied up to a tree with just a rope around his neck. The rope was choking him and his neck already has a crevice may be because the dog grown with the rope never adjusted to fit him well. It is of heavy heart to see pets being treated such as these.

I also do have the same responds if I see a stray dog. I want to take home and give them shelter. Though I already have a 2 dogs at home so it is a bit hand full for me. Dog food is expensive and it demands a lot of time to take care of them like giving them bath, walking and playing with them.

Hi. I envy you for having that kind of an attitude. I feel the same way when I see homeless dogs and also would want to take them home to care for. But sadly, I don't. The fear that the dog might have some disease is stronger than the feeling of pity I have for it. I have a small kid and I guess I just don't want to put him at risk by bringing home a stray dog.
