What are your thoughts about these hypothetical laws?

I was thinking that someone could have come up the National DNA Database. The DNA samples will be collected by law enforcement agencies with the cooperation of the Department of Health, Commission of Human Rights, and Department of Social Welfare and Development so that parents of abandoned and aborted babies can be traced and put to justice for their acts. Law enforcers can use the database to know the identity of dead bodies, rapists, or criminals in general. They can obtain in from health centers; when a person gets their license, or residence IDs, when convicted of a crime, and when applying and renewing NBI clearance.
What about this one: The Financial Stability Act. The law will require couples who are planning to get married to show proof of their financial stability. They must have a place of their own or they have the capability to rent a house (Well, the birds build nests before they attract their mate.). They must also show proof that they have the financial capability to support the child until the said child reached legal age. But what if the woman got pregnant? The DSWD will take care of the child. The government will subsidize the rearing of the child but just the 20% of it, and the remaining 80% will be shouldered by the parent/s. The parents will be given the right to visit the child but they are required to straighten their financial status within a specific period, and if the said period and the parent/s is not yet financially stable the child will be put into adoption.

Such a law will require billions, if not trillions of pesos to implement.
Rather than think gargantuan, we should think simple first to solve problems. For example, modernize law enforcement and crime investigations that will help a lot without the exorbitant tag price which our country cannot afford. I have seen policemen investigate crime scenes not even wearing gloves, and dont even know the basics in gathering evidences to prevent tampering them.

Indeed, it will cost us gazillion pesos. Yup, I agree that law enforcement agencies be modernized. So that our SWAT will be called as it was meant to be called: Special Weapons And Tactics and not "S-orry W-ala A-kong T-raining". Nineteenth century Scotland Yard was more scientific than our law enforcement agencies of today which, by the way, can be compared to the Keystone Cops of the Chaplin movies! Happy MyLotting :)
