What is Proxy servers.. and how to find a good one?

hello guys... im from philippines and in here im using a modem where u need to load it so that u can access to the internet... and it seems that someone discovered that u can bypass it by using a proxy server... and now i want to know more how thus a proxy works? and how can i get proxy IP's? and what are the softwares that u can recommend that i could use to search proxy IP's... thanks alot and happy mylotting...
