Barking in south africa

Im in a bit of a spot. We have just learnt that dogs may not bark for more than 6 minutes an hour, otherwise the owner will get a fine.
Maybe someone can help me. I have a few questions:
1. If you dog barks along with his friends (your neighbours dogs), and they dont stop, how do you explain to your pup that just because his friends can, that doesnt mean that he must...
2. How do you teach your pup how to count or read a watch incase you are not home when he decides to have a good howl.
3. When there is an intruder, and your dog has already barked his six minutes up, what then?
I love my country, but it seems that the rules here are aimed at the wrong species as more noise pollution is caused by late night brawls and unlicenced taxis speeding up and down with their boom boxes, and my poor pup has a hard time shutting his pie-hole when all this goes down.

Hello Estine and welcome to myLot!
What a stupid law you have there! I wonder if those who created such law asked any dog behaviorist before approving such an absurd legal provision. If they had done so, they would have known that a dog can't count the minutes and they will bark for as long as they need to chase away the intruders.
Have you ever heard of anybody being penalized according to this law? I would be curious to see what are the proofs about how long did a dog bark.
Is there a particular phrase about "6 minutes an hour" or it is only an average of 6 minutes an hour? Because if they don't stipulate exactly "6 minutes in an hour" you can let your dog bark for 144 minues continuously, then you close him inside the house. If anybody complains, you said that he did his quota of barking for that day.
I hope you won't mind that we're joking about this stupid law when you probably are really worry about it.
Here are a few ideas about how to minimize the barking:
- don't let the dog in the front yard, so that he can't see the passers by, the bikes and the other dogs that can pass by your gate and could trigger his barking;
- keep him inside for the time when you're not at home; even if he barks inside, the neighbours won't hear too much of the noise he makes;
- consider buying a anti-barking collar - one that sprays the dog with some liquid whenever he barks like this one http://www.petsathome.com/shop/deluxe-anti-bark-spray-collar-for-dogs-by-multivet-13727 (I am against the ones that use electical impulses, I think they are inhumane).

Thanks for your advice! (I will remember the 144 quota one "))Yes some people has recieved fines in my neighbourhood for their dogs's exessive barking and this is how we got to hear about it! I understand if a dog barks excessively, yes, but hey 6 minutes an hour? you are right.. do they work out an average or what? The only way they will know is if someone reports a naughty dog. but then what, do they go and "survey" all the neighbours about the dog in question? hell i dont even know which bark is which dog in my street... But in reality, this is the Law, in cape town

Hi madmax73. ") its a stupid law i agree, and its very true here in cape town. I guess the animal "gurus" that live here has got it all waxed, but i'm still at a loss. luckily for me my dog is very well behaved, but will bark if it feels theres exitement in the air. I just feel sorry for my neighbours because i constantly hear theirs barking as they dont have a solid wall and gate but only a fence and every person that walks past seems to irritate the crap out of them! Im not going to be the one to report them though! cheers!

Estine71, while I understand your frustration, I would however say some dog owners simply have to learn to manage their dogs! I have on some occasions seen dogs that would bark uncontrollably at people walking on sidewalks and other side of street and would not stop until people are completely out of sight! I have also seen dogs that would not move until a person actually touches fence or come on property of dog owner! While some people need dogs for companionship and protection, dogs can be trained! Simply train your dog!
Though I am not in South Africa, I think I can correctly say the law you speak of took into account situations such as dog chatting with friend as opposed to barking threat and dog barking to defend as opposed to out-of-controlled barking.
