I cannot update my profile settings. The button "update" has disappered...

Since there is no 'update' button when editing one's profile, I assume that you may be trying to update your payment information in preferences. If you do not answer either 'yes' or 'no' (as appropriate) to the question 'Are you a United States citizen?', the Update button does not appear. I believe that the same applies if you select a country which is not supported by PayPal.

You don't meed to start again. Simply enter your PayPal email address and the Update button should appear once you have completed all the required fields.
