It's a profession, hobby or entertainment experience. As such it does require a monetary investment from the user.
No they are not scams, as proven all over the web by websites and people that make a living doing it.
While their is a small chance some user's may attempt to defraud or cheat the system, the site's go to great lengths to prevent and stop it. As fair play for all it's players increases their player base and profits.
The sites take a percentage of entry fee to tournaments and from each hand as the cash games in order to make money. All that info is available on their websites before you invest your own money. That info is there, people play and the site makes their money, no need to attempt any sort of "scam".
On personal note, I've received some checks in the mail from poker sites. So I can personally say that some pay. (can't personally vouch for them ALL, but if you stick with PS and FT your in safe hands for the time being)
One last note, it is possible to play "freerolls"(free to enter tournaments) and win cash that you can then use on the money tournaments and get some money into your account. But this is long shot odds to get anything decent, and if you want to take the hobby seriously, these should be avoid as they will teach bad habits.

Most have Free tournaments for cash called "freerolls".
Most of the poker sites also have "play-chips" or pretend chips to use so you are only playing for fun.
This is a great way to get to know the game of poker and improve your poker skills.
There are a lot of other great ways to work online that aren't gambling.
I prefer to do those things and make money online.
