Is ResidualLinks.com Scam?

I've come across a website called http://residuallinks.com
They provide a automatic link exchange service. They say If I refer to a person and if they submit their website to the directory and stay active, I will receive $2 monthly.
Have anyone experience this before? Please tell me whether is it a scam or not.
