Can anybody suggest production houses for new filmmakers?

I want to make a short film and have a good idea as well. But I don't know how and who to approach for funds? When I go to production houses, they don't let me go beyond the reception and say that they will get back to me. No doubt, it never happens. Can anyone suggest me some organisations, production houses, independent production houses etc. who will give a chance to an amateur filmmaker?
