Why is India still under developing country?

HI, well there's no doubt that India has everything what it needs to be a developed country. Today if we see in many fields we aren't far from other leading countries. We have abundant of resources and skilled workforce the two vital factor to become world leader but we still find our-self developing because we failed to use this resources and workforce in the best possible way. People who have got powers to manage this resources are busy in some scams or filling their own bags.
