Are PROMISES so hard to keep?

my boyfriend promised me that he will come over to fetch me for dinner. but he never came. i waited a couple of hour waiting, for nothing. he never even informed me that he will be late or he can't make it. this is not just the first time he did this. are promises so hard to keep?
