Windy Days

I have been trying to rake all the leaves outside but by the time I am done it is so windy here like everyday they just come right back and it is like a never ending job. why is it so windy? Do you think the wind will stop? Am I wasting my time to keep raking out there? My mother said if you mow them it would turn into mulch or something like that, I don,t remember what exactly she said. But is it windy where you are?
