Note pad pop up during start up with [.ShellClassInfo]LocalizedResourceName=@...

I found something: Try to find a file called "desktop.ini" Maybe you can find it with the normal windows search tool. If not this file can be located in: (WindowsDrive) /documents and settings/All users/startmenu/programs/startup If it isn't there you can find it in programs or startmenu just look a bit around. When you set your folder settings to show you all your files you can find it easily. When you found this file you can open it with the editor an you should see something similar to your error or whatever. You can delete this file "desktop.ini" and after rebooting your system the windows shouldn't pop up. If it still pops up you can try to fix it over msconfig.exe but try the other method first and tell me if it works because Its a bit difficult to explain and if you are able to fix it now I don't need to explain the other version;) GOOD LUCK!
