vBulletin is definitely the best forum software on the market, but it is also quite expensive.
A free option is phpBB, but I had very bad experiences with it. phpBB is full of bugs, its interface looks very, very bad and it is hard to customize.
My choice would be either MyBB or Simple Machines Forum depending on the size of the community you want to build. MyBB is the best free forum software in my opinion, but it is not suitable for very large forums.
