when does it really time to resign???

i've always have this belief that we need atleast to finish our contract or even stay atleast one year in a company.
yes, in my first company, i stayed for more than two (2) years before i resigned and work to a different company. but sadly, i only stayed in that company for ten (10) months for the CEO of that company is inhuman and a big racist. and now at my current company, i'm feeling so bored which it seems that i dont fully use my knowledge and skills.
yes, oppurtunities are knocking, but i havent finish even one (1) year in this company. I am planning to resign once there will be no new project.
is this already a valid reason to resign? when do you think is the right time?

If you are no longer seeing or looking forward to your job, or whatever it is that you do, i think you ought to just try and look for better work and when you think yet find that opportunity that you you are looking for that is the time you hand in your resignation.

for me it is time to resign if there's no professional and individual growth in where i work. though if i enjoy the company of my co-workers i would stay. for me it is the working environment and i could suggest to the management of any improvements the company needs. it is not really on how long you should stay in a company to decide to resign. if there are personal matters that can't be resolved then you should. if you're bored, you can suggest something new. if you can't wait for any improvements resign.
one's tenure in a company is also a basis of the next employer. they would also check your loyalty. why should they hire someone who wouldn't stay for long? think about it.
