Is Scottish heritage through the blood or through the soil?

Many people Scottish people and people of Scottish decent across the globe are debating whether to grant membership to a Scottish Clan based on surname or on proven blood relations. Here in America, those of Scottish decent largely view that it is in the blood what allow us to lay claim to one clan or another. But most in Scotland say it is a way of life that influences others into a Scottish way of thinking. I just wanted those of you on mylot to leave your opinion on this.
