Does everyone go throuh and rate people? Do these help earn more cash also?

Rating people's responses and questions helps them earn more cash. I'm hoping that if I rate these, then other people will do the same for mine and others, that way we all benefit.

I haven't a clue if it has any effect or not. I do rate those that leave a good response. The one liners are annoying and do not really justify a + from me.
