Finally a topic where I am really comfortable in typing...lol
Ok, I will try to give you answer of your questions one by one:
1. First of all, web hosting will generally don't have an impact on seo of your site. But, if the web host is causing frequent downtime( downtime means the time for which your site will not be accessible to the world), it will negatively affect your seo rankings. So, the solution to this problem is to find a web host having a good track record of providing high uptimes.
Since, you clearly did not mentioned your budget for hosting and also did not provide any info on the traffic you are thinking your site will attract, I can't really suggest one. So, if you can provide the budget and any idea on the amount of traffic you are expecting to your site/blog, I may help you in finding your host.
2. Godaddy is more known as a domain name registrar, so I just suggest you to purchase only the domain name from there. You can later on change your domain name servers to your web host whichever you select. So, its not necessary to buy web hosting from where you have bought domain names.
3. For seo purposes, its best to include the keywords in your domain name. First look for an exact match of the keyword in your domain name, give first priority to .com,.net,.org, .info respectively. Also, the main keyword you are trying to target in your domain name, make sure is not highly competitive as you will have to work harder and harder to rank your site high for the keyword which I don't recommend.
Hope I answered all of your questions :)
If you still have got some, feel free to tell me.....

Well I am confused about one thing here what you are trying to say or what you are thinking! Anyway, tell me if you are thinking of starting a blog at wordpress.com or trying to get yourself a shared web hosting and install wordpress there?
Both of the things are different and require different level of knowledge, and add to that provides different features while the later one is more powerful.
Before, I tell you anything else, I really need any clarification about this...

I don't know how much this will help, but I use Yahoo for my website. However, I've never taken into consideration SEO, wordpress or anything like that. The site costs about $13.95/mo (usd). It's a bit more expensive than others, but you can also use their Sitebuilder tool to get the website up and running pretty fast. It's probably not the top of the line as far as website hosting, but it gets the job done.
Sorry I couldn't be of more help. :)

Oh dear! 13.95 per month, in my opinion you are paying a lot of money!! You know you can save like $10 a month :p

Don't hope to get your blog back from Blogger. Once they detected the site as spamblog, the chance of winning an appeal is very slim.
As for your questions, it's best to get your domain from godaddy and host your site at hostgator. It will probably cost you around $90 for the annual domain and hosting fees. If you're going to use Wordpress, Hostgator has the option for you to use that as a platform. You will be using CPanel and have full control.
