What would make you click on an ad on facebook

I have been doing some facebook ads without much success. I have them targeted specifically to to people who would be interested in my product but and only getting one click per 10,000 impressions. I have an interesting and unique (my own) picture that fit what I am selling and it is easy to see. Also my text is offering a free offer yet no one seems interested.
