Legislative control of the legislative machinery?

I have an assignment on my deficiency (elective/cognate) subject. We are to submit a report treating on "the legislative control of the legislative machinery". I tried to google it but the results are not that promising. Anyone here with some legal background and willing to help me? By the way, it is for my masteral degree on public administration.

This is one of the ways legislature seems to mess up; because when they deal with it like this, they seem to be 'feeding the troll with the people's bread' in order to get across the bridge ... i.e. they look at 'the balance in the legislature's treasury rather than that in the people's' (and I don't want to hear "the legislature's balance is the people's" because 'the people' and 'the legislature' are on separate accounts!)
The legislature should be looking at the balance of their poorest citizen/subject, NOT their own balance! Think of King David!
