Should strategic time outs in IPl should be increased (overs)?

Now in IPL first strategic time out is between 6 to 9 should it be changed to 5 to 9.So the teams get the best time to receive a good comments.Second strategic time out from 13 to 17 overs.what is your opinion?

IPL means Indian Premiere League.

Nope. In fact it is too large a span already. A span of 2 or 3 overs is ample, as the trends can be assessed by the teams by that time and any opportunity to decide strategies should be within shorter span.
