Baguio city hall, do they give quality service to the people?

i have some friends that went to the city hall of Baguio to have some matters to ask and deal with but after they had their talks to the employees they said that they're disappointed and did not accomplished what their business was.
another fact is that most of the employees of Baguio city hall are seniors...this is a big fact that oldies have difficulties working effectively and efficiently.
do you have the same experienced as my friends had?

yes i experienced that kind of problem in the baguio city hall. most of their employees talk to each other so they can't finish their job on time and they can't deliver good service to their, clients.....
